Keynote Speakers


Liina-Kaisa Tynkkynen

Liina-Kaisa Tynkkynen is a chief researcher at the The Finnish Institute for Health and Welfare (THL). Her areas of expertise are health systems and policy research and international health system comparisons. In recent years her work has focused on health system reforms and health policy monitoring in Finland and internationally. She has extensive international networks and she collaborates with various health system stakeholders in Finland and abroad.


Dr Josephine Ocloo

Dr Josephine Ocloo is a Senior Researcher and Health Foundation Improvement Science Fellow in Kings College London, UK. Her work focuses on addressing power imbalances in health systems, advancing inclusive governance, and embedding lived experience in service design, safety, and quality improvement. 

She is an activist-scholar combining a high-profile role as a patient representative and researcher in patient safety.  Dr. Ocloo’s research spans frameworks for co-production, culturally competent engagement, and policy translation. 


Henrique Martins

Prof. Dr. Henrique Martins, MD, PhD, MLaw, FIAHSI, is Internal Medicine doctor, he was the first CMIOs in Portugal; president of SPMS, Portugal's Digital Health Agency for close to 7 years and former Member States co-chair of the EU eHealth Network, the highest policy body on eHealth in the Union. Between 2020-2024 he was part of the HL7 Europe Foundation Board of Directors. He works as an academic teaching and researching in Digital Health, Healthcare Systems and Transformation, Leadership and Management education for Medical Students and Health Professionals.  He is engaged in individual consulting projects in Healthcare Transformation and Digital Health and as Senior Consultant in Digital Health and Innovation for the WHO. He is the coordinator of two EU-funded projects in health interoperability (XiA – Xpanding Interoperability Alliance, and i2X – Intelligent Implementation of the EHR eXchange format). 


Professor Anne Moen

Professor Anne Moen is a full professor at the Faculty of Medicine, University of Oslo, and an adjunct Professor at the Norwegian Center for eHealth Research, Tromsø, Norway. She is a Director of UiO:eColab, a research lab supporting technology mediated complex, patient focused interventions, and multidisciplinary teamwork where health professionals, patients and their families collaborates to sustain health and wellbeing. Her program of research seeks to understand digital citizens centered services. She is the Coordinator of “Gravitate – Health: Empowering and Equipping Europeans with Health Information from trusted sources for active, safe, secure personal health management and adherence to treatment”.
